We have an exciting opportunity for a Program Officer CCFF role in a Financial Services company based in San Francisco. It is a non-profit community outreach financial institution that works as a steward for capital investment in low-cost housing, child care, health care, education, and other community initiatives to build healthy communities by bridging the gap between private capital markets and low-income neighbourhoods. The Program Officer will be in direct contact with the Child Care Facilities Fund (CCFF), a public-private partnership aimed at improving and expanding the supply of licenced child care.
Job Requirements:
- A Bachelor's degree or five years of comparable coursework/work expertise in a relevant field such as business administration, public administration, public policy, or a similar area is required.
- Strong time management abilities, respect for deadlines, and a sincere commitment.
- proven abilities in child care to lead, advocate for, and change systems
- Understanding of California child care licencing requirements and government funding regulations.
- Experience giving small businesses and child care providers mentoring and business technical support.
- Understanding or willingness to learn about planning and building codes as they apply to child care or facilities.
- Command or curiosity in cost estimating, purchasing or owning a home, management issues, and project management.
- the capacity to collaborate with partners from both the public and private sectors and individuals and groups with a variety of interests and needs.
- Excellent oral and written communication abilities (Bi-lingual in English and Cantonese).
- Ability to travel across San Francisco Town and the Bay Area, and to work a few evening and weekend shifts.
- Ability to work unsupervised and autonomously.
- Excellent knowledge of technology, cloud-based systems, and database management systems. Salesforce experience is preferred.
Responsibilities
Job Responsibilities:
- Manage a large grant programme that assists licenced child care centres and/or family child care homes in creating, improving, or preserving child care spaces.
- Review childcare programme applications and conduct site visits to potential grantees.
- Keep track of grant eligibility pipeline lists.
- Promote child development programmes and offer support to qualify for funding.
- Provide facility support for capital projects at childcare facilities.
- Grants should be monitored.
- Provide instruction and support in areas like physical environments, business, and any others that are consistent to assist in the provision of long-term, high-quality child care.
- Assist childcare providers in obtaining funding to meet their capital requirements.
- Create, update, and disseminate written information about regulatory, planning, building code, and funding requirements for licenced childcare centres and/or family childcare spaces.
- Create, revise, and distribute written content on topics related to running a childcare facility successfully over the long term.
- When appropriate, collaborate with city and county agencies as well as nonprofit housing developers to identify childcare facility needs, potential childcare sites, and activities to utilise those sites.
- Collaboration with the OECE, Community Care Licensing, Fire, Building, and Planning Departments is required to support the growth or remodelling of childcare spaces.
- Create and keep up-to-date reports and data on child care capacity and needs, along with a development pipeline, a site inventory by neighbourhood and population served, and a service demand analysis by neighbourhood and population.
- Monitor programme outcomes and impact, including database upkeep.
